Health Alert – Update to Self-Quarantine Requirement for Travelers Arriving in Spain; Only Emergency Services Available at the Embassy and Consulate General – U.S. Embassy Madrid, U.S. Consulate General Barcelona (29 May 2020)
Location: Spain – Level 4: Do Not Travel
Event: The mandatory 14-day self-quarantine period for inbound travelers will remain in effect through June 30. For more information, see our May 14 Health Alert.
We will continue to provide emergency services only at the Embassy in Madrid, the Consulate General in Barcelona, and the five consular agencies during the State of Alarm and the de-escalation phases.
Consular Report of Birth Abroad and Passport Services: Non-emergency passport processing remains delayed because of limited staffing at U.S. government facilities both in Spain and the United States. If you have applied for, but not received, a U.S. passport or Consular Report of Birth Abroad, please contact us by email. We may be able to issue you an emergency passport.
If you do not have a valid passport, but you have confirmed travel plans in the next two months, or if you require a U.S. passport for other urgent reasons, please contact us for guidance. We may be able to issue you an emergency passport valid for up to one year, including for newborns who have not yet been issued a Consular Report of Birth Abroad.
If you do not have immediate travel plans or need a passport for other emergency reasons, please wait until we resume normal operations to apply for a Consular Report of Birth Abroad or passport, either by mail or in person.
Mail-in passport renewal operations will remain limited until full passport processing resumes in the United States. Click here for more information.
Consular Report of Death Abroad: Issuance and mailing of Consular Reports of a Death Abroad of a U.S. citizen will be delayed during this time. Spanish administrative offices may be closed or operating with limited staffing, and therefore unable to provide local death certificates quickly. We require the Spanish death certificate to issue the Consular Report of Death. While we can scan and email a copy of the Consular Report of Death to you once issued, closures and delays in the Spanish and U.S. mail systems will result in delayed delivery of the hard-copy originals.
Notary Services: We are not providing notary services at this time. If you require a notary service, consider using a Spanish notary. Spanish notarizations generally are recognized for use in the United States. For more information, see our April 16 Health Alert.
The Embassy’s Federal Benefits Unit is operational. See our website for more information.
